The Floating Wind Executive (FLOWEX) is the next phase of the industry’s Floating Offshore Wind (FLOW) Task Force, which aims to act as a forum focused on the delivery of the shared 2050 vision set out in phase one.
FLOWEX is overseen by a joint industry-government board led by RenewableUK and the Department of Energy Security and Net Zero (DESNZ) as co-chairs. The full FLOWEX Board can be found at the bottom of the page.
FLOWEX will have ownership of progressing the 5 missions set out in the FLOW Vision and provide strategic coordination & alignment across the relevant Government, industry and key stakeholders to enable achievement of the missions. Moreover, FLOWEX will act as an escalation forum for delivery issues that are impacting the progress of the missions.
The Five Industrial Missions
The FLOW Vision document dictates that the UK is the natural home of the global floating offshore wind industry and sets out five industrial missions which are designed to guide, inspire and coordinate that opportunity. Those five missions are:
- Mission One: Cost Reduction
- Mission Two: Building our Pipeline
- Mission Three: Enabling Infrastructure
- Mission Four: Commercialising Supply Chain Opportunities

Mission Five: ‘Innovating to Win’
Technology and innovation is central to the floating offshore wind industry. The development of deepwater and floating wind technologies is essential for accelerating deployment, reducing costs and realising the potential UK economic opportunity.
ORE Catapult are leading the delivery of Mission 5 – ‘Innovating to Win’ with the support of a strategic delivery support group.
Through Mission Five, we will develop a Deepwater and Floating Wind Innovation Roadmap, designed to align existing and future innovation programmes and funding streams around strategic priorities in order to maximise UK benefit. Below, we have identified eight deepwater wind innovation areas that we aim to map the current innovation activity occuring within each.
